Capacity Development Policy Update
A revised Capacity Development Policy was approved in December 2025. This page summarizes what has changed and how the updates affect childcare, education, training, and employment supports.
What Changed?
Childcare & Early Learning
- Parents and caregivers no longer need to complete a Yukon Health and Social Services Childcare Subsidy application to access C/TFN childcare supports.
- The Haa YatxʼI Subsidy Application Procedure section has been removed, as it was tied to the external application requirement that no longer applies.
- Hours of operation for childcare services have changed and are now 8:30 AM to 4:00 PM, replacing the previous hours of 8:00 AM to 4:30 PM.
- Late pick-up time has been adjusted. Pick-up is now expected by 4:00 PM, rather than 4:45 PM.
Education, Training & Student Supports
- The policy no longer includes an automatic consequence that withheld a student’s living allowance if they did not contact the Education Employment Training Officer by the 15th of each month.
- Monthly travel support has increased from $360 to $400, reflecting rising travel costs.
- Tutoring support has changed. There is no longer a tutor on staff; however, requests for tutoring support may still be submitted and are reviewed on a case-by-case basis.
- Education funding limits have been clarified and expanded, allowing for up to 10 years of total funded study, with undergraduate and graduate education now combined in a single table.
- Eligibility for programs of study has been clarified:
- Heavy Equipment Operator programs are now explicitly listed as not eligible for funding.
- Programs delivered by non-accredited institutions may now be considered on a case-by-case basis, rather than being automatically ineligible.
Clothing, Graduation & Employment Supports
- The Winter Clothing Allowance will increase from $350 to $400, effective September 2026. Until then, the current rate remains in place.
- The staff role referenced in the Graduation Incentive section has been updated from “Education Programs and Services Coordinator” to “Education Manager”, reflecting current staffing titles.
- The Work Gear Emergency Loan has been updated to remove the previous two-week limitation, allowing individuals greater flexibility when accessing employment-related gear support.
- The Heavy Equipment Operator Certification section now clearly states that applicants who are not approved will receive a written decision and information about possible alternative funding sources.
Committees & Governance
- The Education Advisory Committee (EAC) has been formally renamed Atwuskóowugaa Yoo Kutuwashéek (AYK), meaning “We Are Continuously Searching for Knowledge.” All references in the policy now reflect this name.
